Prof. Dr. Daniela Schwarzer is a member of the Executive Board of the Bertelsmann Stiftung. She is also an honorary professor of political science at Freie Universität Berlin. Until April 2023, she served as Executive Director of the Open Society Foundations in Europe and Central Asia after directing the German Council on Foreign Relations from 2016 to 2021. From 2013 to 2016, she was a member of the Executive Team of the German Marshall Fund of the United States.

From 2004 to 2013, she worked for the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik) heading its Europe research division from 2008. From 1999 to 2004, she was opinion page editor and France correspondent of the Financial Times Deutschland.

Daniela Schwarzer is an expert on international and European affairs focusing on geoeconomics, foreign policy, democracy and governance dynamics. In 2023, she was co-rapporteur of the working group on EU reform convened by the French and German governments and a visiting professor at the Harvard Kennedy School in autumn 2022. From 2020 to 2022, she was special advisor to Josep Borrell, High Representative of the EU and Vice President of the European Commission. She also was an advisor to the French Prime Minister's Centre dʼAnalyse Stratégique and to the French and Polish EU presidencies.
