Secretary General for Vulnerable Persons and Institutional Protection

Heracles Moskoff is the Secretary General for Vulnerable Persons and Institutional Protection of the Ministry of Migration and Asylum since July 2023. From December 2021 till June 2023 he served as the Special Secretary for the Protection of Unaccompanied Minors at the Ministry of Migration and Asylum.
Since 2001 he worked as an Expert Ambassador Counsellor in the Ministry of Foreign Affairs on Human Security and Migration Policy. In 2013 he was appointed as the head of the Office of the National Rapporteur on Combating Trafficking in Persons. In 2013 he was appointed as the head of the Office of the National Rapporteur on Combating Trafficking in Persons and has served as the State Department's representative to the National Council Against Racism and Intolerance and the National Human Rights Commission.
He is the representative of Greece in the Network of National Coordinators of the EU, the United Nations, the Council of Europe and the OSCE. He is also an elected member of the Council of Europe's Drafting Committee against Trafficking in Human Beings for the purpose of labour exploitation.
He holds a PhD in Sociology from the London School of Economics (LSE) with expertise in the political culture of contemporary Greece. He has also worked as a Lecturer in the Department of Culture and Media at Panteion University and the postgraduate programme of the National Kapodistrian University of Athens "MSc in Media & Refugee/Migration Flows”.
