Randy Howard is Vice President of Global Pursuits, Aeronautics Strategy and Business Development. In this position, Randy is responsible for all Aeronautics international and domestic new business initiatives and is the primary company interface and senior advisor regarding key customer relationships. Prior to his current assignment, Randy served as the Integrated Fighter Group Director of Business Development overseeing win strategy, discriminating solutions, positioning to win goals, proposal development and transition plans in the pursuit and capture of F-16, F-21 and F-22 new business. From 2010 to 2014, Mr. Howard led Lockheed Martin Aeronautics’ efforts as the Campaign Director responsible for the capture of a 40 F-35A aircraft sale to the Republic of Korea. Prior Lockheed Martin, assignments included F-35 pursuit and capture in Italy and Singapore. Mr. Howard joined the Lockheed Martin Aeronautics team in 2007 following a 20+ year career as an officer in the United States Air Force. Following several operational assignments, he spent the final nine years of his career directing international fighter aircraft acquisition programs. From 1998-2001, Mr. Howard was assigned to the F-16 System Program Office where he established and directed the United States Government team in the development and management of the 102 F-16 Block 52+ aircraft program for the Government of Israel. From 2001-2005, he was assigned to the office of the Deputy Undersecretary of the Air Force, International Affairs, where he directed $9 Billion in USAF programs with the countries of Egypt, Pakistan, Afghanistan, and Oman. Mr. Howard’s final assignment in the United States Air Force was with the Joint Strike Fighter Program Office in Washington, DC where from 2005-2007 he directed F-35 Program activities with the countries of Australia, Denmark, Norway, and the Netherlands. In this role, he was responsible for the development of the agreements for Production, Sustainment, and Follow-on Development between the Department of Defense and the Ministries of Defense from these four F-35 Partner nations. Mr. Howard holds a bachelor’s degree in business administration from the University of Texas, and a master’s degree in economics from the University of Oklahoma. He is married to the former Cynthia Perry of Portsmouth, Ohio. They have three children and seven grandchildren.
