Entering the Ministry of National Defence in 1993, Mr. Şerban Lungu is serving as Director of the Defence Integrated Planning Directorate of the Department for Defence Policy, Planning and International Relations since 2008, position he held between 2001-2005 as well. A power system engineer and graduate of several international courses (International Defense Management, Strategic Studies and Defense Economics, Defense Decision-Making, Democratic Control of Armed Forces, Creating Common Ground Peacekeeping Negotiation and Mediation), in 1998 he graduated with distinction US Naval Postgraduate School - "Civil-Military Affairs and International Security Affairs" program. He has a long track record in defence planning and contributions on planning, programming, budgeting and evaluation system in Romanian publications.
